Richard attended
both Davidson
College in North
Carolina and
Georgia State
University in
Atlanta where he
obtained a BBA
and his MBA. In
the spring of
1972, then
Georgia Governor
Jimmy Carter
appointed
Richard
Commissioner of
the Georgia
Department of
Administrative
Services. That
fall Carter
appointed him
Commissioner of
the Georgia
Department of
Human Resources.
During the
Carter
Presidential
administration,
Richard served
as Special
Assistant to the
President for
Information
Management and
Director of the
Office of
Administration.
It was during
this period that
he began
studying the
information
needs of people
actively
involved in the
political
process and how
the various
technologies
could be used to
address these
needs.
