Richard Harden is a Senior Technology Consultant for PBA.  Richard also serves as Vice Chairman and Chief Technology Officer of CAPITOLIMPACT.COM (CI), a leading provider of integrated productivity tools for small to midsized organizations that monitor or operate under public policy.  Along with CI Chairman Charlie Hayslett and CI President and COO Andy Paul, Richard and CAPITOLIMPACT.COM deliver on-line applications that enhance the operation and communication between an organization (association, state agency, local government, lobbying firm or other entity) engaged in business that is impacted by public policy and the audience they serve.  Parrish, Brumfield & Associates is proud to represent the CAPITOLIMPACT.COM  and EVENT IMPACT

 

Richard attended both Davidson College in North Carolina and Georgia State University in Atlanta where he obtained a BBA and his MBA.  In the spring of 1972, then Georgia Governor Jimmy Carter appointed Richard Commissioner of the Georgia Department of Administrative Services. That fall Carter appointed him Commissioner of the Georgia Department of Human Resources.

During the Carter Presidential administration, Richard served as Special Assistant to the President for Information Management and Director of the Office of Administration. It was during this period that he began studying the information needs of people actively involved in the political process and how the various technologies could be used to address these needs.
